Beca Fulbright Nexus Applied Research Program

In today’s increasingly globalized world, the Western Hemisphere faces shared opportunities and challenges that require societies to be open to innovation, entrepreneurship, and the generation of new knowledge that transcends national boundaries. To achieve inclusive prosperity and national well-being, nations must fully utilize the creativity and dynamism of all sectors of their economies and societies.  Effectively addressing pressing public policy issues in the region necessitates That knowledge and solutions be generated through the Synergistic efforts of governments, the academic sector, the private sector, and civil society.  The Fulbright Program has long pioneered exchange programs that promote cooperation among these sectors to increase mutual Understanding and address critical global issues.

The Fulbright Regional Network for Applied Research (NEXUS) Program will link faculty, applied researchers and public policy professionals across the Western Hemisphere through international exchanges and seminars, allowing grantees to spend up to one year engaged in collaborative thinking, analysis, problem-solving and multi-disciplinary research in one of three inter-related areas: Science, technology and innovation; Entrepreneurship; and Sustainable energy.

Fulbright NEXUS scholars will conduct individual and team-based research projects designed to generate knowledge-based, policy-oriented solutions with immediate and practical implementation potential at the local, national, or regional levels.  In their applications for the program, scholars will be required to identify local stakeholders across a  range of sectors (i.e. NGOs, government, business and industry, community) to promote implementation of derived activities based on the scholar’s research project.

Research proposals with the potential to make a significant impact on public policy are especially welcome. You are encouraged to present projects that use regional development as a catalyst to improve the quality of life for local communities and regions across the Western Hemisphere. At its core, your proposal should focus on how to build realistic implementation models that involve stakeholders across various sectors.

The NEXUS program will begin in May 2011 and end in April 2012.  Scholars will carry out most of the research in their home countries, and will be expected to participate in three week-long meetings of the full group, including an orientation meeting in May 2011, a mid-term meeting in October 2011 and a final plenary seminar April 2012. These full group meetings will be structured to share the results of individual research, define and share collaborative team-based research, seek new synergies, discuss the local, national, regional implications of findings, and explore the possible practical outcomes to be implemented with local stakeholders. Participants must also complete a two to three month research exchange visit to the United States.


Areas of study:

•    Science, technology and innovation

Science, technology and innovation may include projects designed to: move ideas from laboratories to the marketplace in fields of regional importance, such as food production and food security, climate change and the environment, and emergency preparedness; contribute to the development of sustainable cities, informed by best practices in urban planning, earthquake preparedness, green energy and environmental standards; foster  regional and local competitiveness; address  poverty eradication and increase quality of life outcomes for all  individuals from the region; and promote expanded access to education, including in stem fields at the primary, secondary and post-secondary levels.

•    Entrepreneurship

The entrepreneurship category may encompass proposals that: foster innovative market solutions to pressing social needs across the region; expand access to working capital for micro-entrepreneurs; link markets to producers and consumers across the supply and distribution chain so that small producers and service providers can participate more effectively in trade; expand credit access to the unbanked through innovative approaches such as utilizing movable assets as collateral and promoting the availability of secured transactions; build upon a continuum of experiences to capitalize on a wide range of entrepreneurial knowledge, from micro to mainstream to social entrepreneurship theories and practices; engage the private sector and civil society to advance labor and environmental standards in business and industry, sharing  best practices for such standards and their enforcement; and outline how activities can become self-sustainable and replicable over time.

•    Sustainable energy

The sustainable energy category may include proposals in areas such as: renewable and sustainable energy  (hydro, wind, air, solar); energy poverty and energy security; energy efficiency and environmental security; energy industries as drivers of economic growth; energy independence at regional, national, community and household levels ; energy innovation and indigenous sources of energy to decrease reliance on fossil fuels and carbon emissions; energy infrastructure and regional integration as related to emergency preparedness (earthquakes, hurricanes, offshore drilling); research, development, deployment and dissemination of cleaner, cheaper and more efficient energy technologies


Eligibility

•    Being a Colombian citizen and be residing in Colombia by the time application.  Candidates with U.S.-Colombia dual citizenship U.S. Colombia are ineligible.
•    A Ph.D. or equivalent professional/terminal degree is preferred, but is not required. Candidates with a master’s degree are required to have a minimum of five years of research      experience.
•    Participants may be early or mid-career academics, applied researchers and/or professionals with research experience in the public, non-profit, or private sector.
•    Demonstrate English language proficiency TOEFL 80/213/550; IELTS 6.0  Fulbright will be administering the Institutional TOEFL.  For more information, please click here
•    Applicants should have particular expertise and research experience in one of the three identified program themes.
•    Demonstrate affiliation to a Colombian institution.
•    Must not apply to other Fulbright grants simultaneously with the Nexus Program.
•    Former Fulbright grantees are eligible.  There must be at least 5 years after the date of completion of the previous grant. (For serial grants, the five-year period begins at the end of the final grant in the series).   For more information please check the FSB guideline, section 725.2 here

Program Activities

Between May 2011 and April 2012, grantees will be expected to:
  
• Conduct a research project
  
• Participate in two seminar meetings across the region with the group-at-large.

• Complete a two to three month research exchange visit to the United States.

• Maintain intellectual collaboration with fellow NEXUS grantees in program thematic areas.

• Participate in a final plenary seminar (April 2012) to share the results of individual and collaborative research, and discuss the national and regional implications of findings, along with project implementation models.


Grant Benefits


Fulbright Nexus Applied Research Program will cover a total stipend of the following benefits for an amount of USD$30.000 to cover the following activities.

•    All research costs
•    Round trip international airfare to attend the two seminar meetings and the final plenary seminar
•    Maintenance allowance for the exchange visits
•    Research materials


Additional benefits
•    Accommodations and meals for program seminar meetings
•    The processing and cost of the U.S. visa
•    Health and accident insurance that not exceed 3 months


How to apply

Each candidate will be required to submit an on-line application via the on-line, no later than October 29th 2010.  Candidates will also send all the required documents to Fulbright Colombia via certified mail before the deadline October 29th 2010.  Once the applications have been submitted, Fulbright Colombia will review and nominate 4 candidates who will compete with all nominated candidates from the rest of the Western Hemisphere.  The Council of International Exchange of Scholars CIES www.cies.org , will be in charge to carry out the selection process together with the Fulbright Scholarship Board in the United States.  They will inform the final selection of candidates to all Commission in the Western Hemisphere
